Safely restarts the bot after logging a clear reason to the modlog.
/power restart reason:"Restarting to enable new permissions sync after config change"
- Requires a descriptive reason (see details).
- Replies:
🔁 Restart requested — logging to modlog and restarting… (ephemeral)
- Bot restarts a couple seconds after the reply.
